PU AI issues #1041

AI doesn't take Reduce by? into consideration - I.e. I had Reduce by 1?, and skeleton had a five, a one, and a two. It chose to put the five and one in two-handed sword and put the two in curse (no effect) when it should have put the five and two in two-handed sword.

Rat King apparently will unshock? any shock?ed Rat cards before determining whether it will need to use them.
