add some way to view traces and exceptions from in-game without having launched from command line/.bat #2996

the following situation often occurs:

mod player: "i found a bug" mod dev: "that might be because some script errored; did you launch the mod from a .bat file so i can see any exceptions it might have thrown that didn't crash the game?" mod player: "no"

which is a pain for bugs that aren't easy to replicate
