NOTES:

Creates new plugin package: this simply exports the Plugin Interfaces for the community to build upon in a way thats compatible with the rest of the fsml codebase.
Plugin CLI commands: implements all designed in https://github.com/TeselaGen/fsml.org/issues/35 expect for a few that delete plugins cache.
- CLI keeps a yaml registry of all installed and cached plugins

WIP:

auto-detect the form of the plugin positional argument. Currently it supports simply passing the name of the npm package (e.g., fsml plugin install lodash), as the npm CDN provider handles that very well. Or also be specific about the plugin's URL, which could either be remote (http://) or local (file://), this latter is yet to be implemented but should be a matter of regexing the URI scheme prefix.
