Is your feature request related to a problem? Please describe. I need to limit the resources that are accessible within each tenant.

Describe the solution you'd like

[ ] Define tenant scopes or tiers with exclusive or inclusive list of accessible resources.
- [ ] First in the service config
- [ ] Then in the DB using webui
[ ] Assign these scopes to tenants
[ ] When creating a new authorized session, the resources granted in the ID token must be limited by the tenant's allowed scope.
