Combine EventCoodinator docs into TestState #28 #217

I wrote this 3 years ago and forgot about it until now. Either that or I type really slow. In any case, this will create TestState.pod from TestState.pm and EventCoordinator.pm:

./bin/pod-include.pl TB2::TestState

Thanks for the work, but this project has been cancelled. In it's place there has been a more incremental refactoring of Test::More's guts that's approaching release. See Test::Stream::API

However, I wouldn't want all that work in bin/pod-include.pl to be wasted. Is that modularized somewhere?
