If anytime there is doubt about that, the best thing to do is get together with team and just keep talking and sharing all the input that everyone has.
Engineers can come in every day and chose what to work on. This just organically happens, once they see the scores.

Engineering, PM, Design are three legs of same stool needed to keep the stool standing.
