Provide API for disabling built-in agents #115

As we replace built-in agents with pluggable agent extensions, it will be convenient to disable existing built-in agents for testing, at least in the test-bed. This is probably a temporary feature, needed only until all built-ins are removed, so it may not need to be accessible from the GUI itself.

This was done as part of the process of eliminating built-in agents but has now been removed and will not be released.
