Get build working again #57

After about a six month absence, I found that changes were needed to continue building the engine.

This PR includes the following changes:

  1. Use Cake.Tool 2.3.0
  2. Update TestBed target from 4.5 to 4.6.2
  3. Update NuGet from 5.8.0 to 6.0.0
  4. Update GitVersion from 5.0.0 to 5.6.3
  5. Update GitReleaseManager from 0.11.0 to 0.12.1
  6. Make BuildParameters a singleton
  7. Alternative argument names
  8. Compare configuration argument with list of valid configs
