Remove testcentric-agent.runtimeconfig.dev.json from nuget package #70

This generated file contains absolute paths, which are only useful on the machine where they were generated.

At the same time, we should turn on generation of the files for .NET 6.0 and 7.0 so that more package tests are able to run in the CI environment on AppVeyor.
