Merge LICENSE from dev to master #44

Since TestRunner has already done all of the work of verifying that contributors to the dev branch agree to license their contributions under the LGPL and since master is strictly behind dev, we can also apply the license file to master.

While we could wait for dev to be merged into master, proactively adding the license ensures that any interim contributions directly to master are also covered by the LGPL.

TestRunner said he'd prefer to wait until dev is merged in rather than cherry-picking changes.
