fix: update version of TestableIO.System.IO.Abstractions to "17.*" #27

As mentioned in this comment the Extensions project no longer compiles with the latest version of System.IO.Abstractions.

Also use the same global.json and target frameworks as in the "System.IO.Abstractions" projects.

The changes looks good to me. However, the build is failing so I cannot merge it. @vbreuss do you mind looking into it? if you cannot figure it out let me know
