Patch is mandatory #10

Not setting PATCH_FILE gives

../common.sh: line 299: PATCH_FILE: unbound variable

Setting it to empty string gives

../common.sh: line 177: $2: unbound variable

I could get the Patch step to do nothing by adding quotes around ${PATCH_FILE} 
in common.sh and defining it to empty string in my .sh
