Make buildings add resources to the tile they're on

Currently buildings add resources to the tile they're in. They should add them to the tile they're on, so you need transport buildings to get them out of there.

Parking this because I’m not sure if it’s a good idea? Makes sense to need some local transport building but otoh leaves a very nasty softlock open
