How does the UI impact our presentation of metadata that needs to be filled out?

also discussed following simple approach as an example:

Google Forms -> receives existing FGDC XML file -> YAML -> flatten -------------------|-> merged to single flat YAML

individual metadata terms -> to Google Sheets -> CSV -> flat YAML --| (preference to metadata in FGDC file)
