Issue 1848: Add JsonVew SubmissionList to FieldValue contacts. #1856

resolves #1848

Without the @JsonView, the contacts do not show up.

For both the Student Submission and Admin Submission views, the Non-Chairing Committe Contact does not show the e-mail when properly set on fresh page load.

This affects all Controlled Vocabulary that has a Contact address.
