Single quotes not escaped for filenames of uploaded documents. The field_value value differs from the storage path and file is not found

filenames migrated from v3 are escaped, new uploads are not zendesk issue 11561

@smutniak Was this issue resolved in a recent PR? I cannot reproduce in 4.2.7.
