Change command format, refactor and update Actions #15

The PR does 3 things:

  1. disallow empty argument lists and enable multiple builds in a single run
  2. clean up unnecessary comments and add a log statement to signal that bdebstrap is running
  3. update Github Actions to upload build logs as well
