No errors but doesn't seem to work

DynamicTextures doesn't seem to work with latest Spigot 1.8.7.

I'm not getting any errors on startup and the config, file paths and permissions should be fine, but the resourcepack doesn't change when teleporting to a different world with Multiverse's /mv tp .

I'm using the "Worlds" section in the config.

Here is the config:

Ah ... never mind! It just started working after a few restarts. I don't know what I did differently.
