Sometimes the client even if you say yes it won't download.

So maybe a command to resend the request to download texture pack would be great.

I wish bukkit had it standard though.

This is actually already in the plugin, you can use /dynamictextures [refreshall] to resend the texture pack request to all players.

Its not documented on the bukkit page then. I recommend adding that somewhere.
