Rivers, waterfalls #168

Use road spline and its points, to place them in editor.
Need a nice material, like our water, but with repeated flow on one direction. 
Can we have refraction and reflection from our flat water?, rivers will change 
height (we need those even if there are some bugs in look).

The hardest thing here is probably, that rivers need to deform terrain below 
(can't do it manually every time you move river point). And this should be 
other Hmap, that is added to the original. So river has spline points sticked 
to original terrain, but result will be deformed below it.

Ah and vertical setup of river points could create waterfals :)

Refraction is possible, but no screen reflection, only sky.
