[Feature Request]: aniskip voting

Problem Description

aniskip chapters are used, but not submittable

add ability to submit aniskip chapters if the user is logged in via anilist

I don't remember if this is a feature in Aniskip or not, but if it is you may also want to add the ability to report bad chapters. I have found multiple shows with chapters that are very incorrectly set up (like starting a chapter at the beginning of the op labeling it as the op, but then not stopping it at the end of the op labeling the entire ep as the op).

@SoaringGecko actually from what i've experienced, most bad chapters come from the torrents themselves, not aniskip, a good example of this is heavenly delusion, where tsundereraws consistently yields bad chapters, tho there's no way for the user to check if the source of chapters is the file or aniskip
