I'd like to change most Stories to have only the 2 main moral options (ruthless or compassionate), both free.
I've been thinking about the Stories a long while. I realized that punishing people for not having enough gold for good rewards is probably not fun for them. I followed this pattern simply because it's the way events worked in Civ 4. However, just because something was done that way in the past, doesn't mean it's the most fun way to do it.
I especially realized this after playing Shogun 2. The "dilemmas" in that game are very similar to our "stories", but usually do not require money. This felt more fun than having to keep a specific amount of money in the bank. A mix of free and cost-driven stories will also add more variety to the story system.
