Update the citystate window to include features from Civup.
Show leaders protecting the citystate.
Other civup features I might be forgetting.
Color-code resources to show their status:
Green = improved and controlled by self.
Red = improved and controlled by rival.
Yellow = improved and not controlled.
White = partially improved with number (such as 2/4 iron).
Grey = not improved.
Update the citystate window to include features from Civup.
