Savegame: https://dl.dropboxusercontent.com/u/28753474/Naval%20units%20AI.Civ5Save Look at ships near Ondini. Looks like they are trying to get to fishing boats to pillage but if you block their path they just stay there and don't fight back.

I am unable to get to my game system until the middle of August. I will have a look then.
