Radial UI #19

Going to make a radial menu for spells casting and building structures. Tutorial: https://www.youtube.com/watch?v=l_1NLtf6c0I Inspired by gta gun menu, instead of using arrow keys, use mouse or vr to interact.

Rain is "done", needs work but it does the job. Either we merge or I send you the prefab @user9536

@ThallasTV so I put the older version to master branch, got the resolution stuff there in master, but haven't got inventory yet since I have to merge master to my ui branch but I don't have internet now. There's an issue with text mesh pro in the master branch, it does exist but it would cause errors when running.

@ThallasTV There were merging issues, so I updated master and made a new branch called UIv2.
