There is no way to save the state of the program, all the pet, employee, appointment have to be added back manually

The storage is not implemented. However, the user can still use the product despite of some inconvenience. The severity is not high that makes it almost unable to use.

Reason for disagreement: It should be in scope because the ip already have some form of storage. So it is expected to have some form of storage. You cannot say that it is not planned for v2.1 because v2.1 should at least be a self-contained, publishable product

Reason for disagreement: I believed that it should remain High because the lack of this feature makes the program unusable. The appointment will have to be manually keyed in every time. If the user is aware of this fact, they won't be using the program in the first place.
