Reckoning not working as intended (Max importance)

After it activates it should make the next swing directy hit twice, and after it fade, it should not make anything. But as soon as it activates, the next hit is not twice, but even after it fades away, the following swing is twice.

First swing doesnt hit twice, consumes a charge. 2nd swing hits twice and doesnt consume charge. 3rd swing hits twice and consumes charge. Charges dont seem to go below 2

Tested with 1.7 speed weapon
