Mob run speeds and patrol speeds are bugged

Many of the mobs run speed are bugged. Including:

-When mobs follow you to attack, they run at amazing speeds (mounted speed)

-Some patroling mobs, like "Rigger gizelton", "gizelton karavan kodo" patron at %60 mount speed all the time.

We will need a list of specific NPCs that are bugged.
