This bug is easily reproducible following these steps:
1.) Select from the Barrel Menu: File -> Add Steam Game to Library
2.) Select Genre: Role Playing and click OK
3.) Enter when prompted for Game name: Fallout 3 GOTY and click Search
4.) Click Cancel when the dialog pops up informing you "No Results found on the server!"
So far, so good. Now, having changed my mind about installing Fallout 3 since it wasn't in the database (I'm such a noob!) I decide to install something else instead. We'll try FEAR.
1.) Select from the Barrel Menu: File -> Add Steam Game to Library
2.) Select Genre: FPS and click OK
HERE THE BUG APPEARS EVERY TIME
You are never prompted to enter a game name. Instead, you are taken directly to the "No results found on the server! You can either search using a different name, or proceed with a manual import." dialog box. If you cancel again and try again the results are the same.
It is necessary to exit Barrel and restart it to get around this bug.
