Shared component: WhatToExpect add story, spec, and refactor to folder

Description

Move Component to folder Update Imports Add Spec file Add Story file Update npm command for storybook to include public folder to display images

Fixes #557

Motivation and Context

Resolves Issue created from Storyboard to organize, test, and have create a Storybook.

How Has This Been Tested?

Tests pass. Run app -> component still appears Import statements to WhatToExpect Component changed.

@saragibby Do you still want to move forward with refactor storyboard items? The Unit Testing stuff with styled components can be worked around for now, to at least get the organization part done.
