[220][Security] Instanskills use

1. Enter in game
2. Push Puase/Break buttion
3. Enter - \g_ignoreuicooltime 1

Now you can use skills in skill chain with out cooldown. For example we have 2 
skills chains.
1. All skills in chain 1 lvl
2. All ckills in chain 2 lvl

after type \g_ignoreuicooltime 1 we can use chain 1 and after chain 2 with out 
cooldown. Then every rank for every skill have solo cooldown now.

video for this? its easy to reproduce :)

1. Enter in game
2. Push Puase/Break buttion
3. Enter - \g_ignoreuicooltime 1
4. Made skill chain skill1+skill2 both skills must have lvl 1
5. Made skill chain with same skills but both skills must have lvl 2
6. Use skill chain 1 and after use skill chain 2. No cooldown anymore here. 
Because every skill have solo cooldown.
