This is intentional as by bringing the user to the outline of all the features in our app. It showcases at a glance what our app is capable of and all the features it has at a glance. If the user sees a feature that piques their interest or want to go to the start of the features section they can do so once they click on the link.

Reason for disagreement: Hello, thank you for your response.
However, I disagree.
According to the pictures as shown in the original description of the issue, the links are in the context of "refer to the Features section" and "Refer to the Features below" respectively. As such, it would be a reasonable assumption for the reader that clicking on the hyperlink would lead to the Features section, rather than to the outline page where they would have to then click again.
If it was intentional to bring the user to the outline, the language used was not clear and did not portray this.
Furthermore, I believe this flaw's severity should be severity.Low
as it creates great inconvenience to a reader who has to encounter the same unexpected behaviour twice, especially at the beginning sections of the User Guide (as the links are in the Purpose and Quick Start sections at the start of the UG). For reference, below is the PE guidelines on broken or incorrect links having a possible severity of Low
