Implement updates watcher workflow #2

~IMPORTANT: This PR is still a Work In Progress, which means it's still not ready for merging into the main branch.~

Description:

This request implements the documentation updates and generation workflow that watches for documentation changes in all repositories relevant to the documentation.

The workflow runs at 0:00 UTC, fetches the related projects repositories, generates documentation and, if changes to the main branch can be made, pushes the branch and opens a PR for review and integration.
