A player can only be paired down once #85

Currently the pair down player is selected randomly, this can result in the same player being paired down multiple times in the same event, resulting in a likely decrease to their SoS.

Should be working now. A player can still be paired down more than once, but only if they have no opponents in their current wins bucket.
