[Task] Websocket Base Communication

🚀 Feature Request

Communication with the ICL.exe in form of json commands, not secured

[ ] Command Parser Class: Input would be the command and optional paramters. Return would be a formatted json dictionary
[ ] Websocket Communicator Class (inherits from abstract communicator) to send and receive commands to and from the ICL
[ ] Testcode to send std. command icl_info and receive no errors and some icl version
[ ] Testcode to send unknown command and receive error back
