Added Licenses #22

Adds: Licenses for both BASE (Switching to MIT) as well as Boilerplate (Any significant code portion should include the license so I'm just throwing it in along)

Breaks: License agreements ( @Lanse505 you may wish to post the approval of each member here so there's a public log of them agreeing to BASE being MIT)

All contributing members on this project has agreed to it.

I can publicly state that I agree here. @jaredlll08 has also publicly agreed several times and is for the change. @EwyBoy has also publicly agreed in our Developement Discord @TheCodedOne http://i.imgur.com/BF8ousK.png

If either @jaredlll08 @EwyBoy @TheCodedOne have something against the change they haven't expressed it before this point and should do so as soon as possible.
