Literally just a version of PresentRandomInsane (any entity) that CANNOT spawn singularities, bullets, ball lighting (big or small), lava, or chasms, basically just anything that'd cause a round restart or admin intervention (do not remove any admeme or debug items though, except the stress test)

because sometimes we want to spawn presents for really funny results, but we don't want to have someone get insta deleted
