In a way. Anyone being able to join raids can cause issues on servers in some cases. E.g players outside your team joining a raid and having to share loot with random players (especially in servers that dont use an economy and use the chest stealing feature as raid rewards).

Either an additional raid command specific to clans that allows only members of your own clan to join, and other players must be invited.
Describe alternatives you've considered
The only alternative is to have a "server rule" that you cannot join other teams raids without permission, but we all know how well "server rules" work.
