Economy issues when SpongeForge is installed with no Sponge economy. #269

Describe the bug When claim cost is set to 0, players are supposedly unable to claim when SpongeForge is loaded with no economy.

Their installed mods/plugins: sponge,nucleus,clans,and luckperms
