[Issue]: since 1.8.0 world stops loding after 17%

What happened?

When starting the Server or loading the world in Singleplayer (world from 1.5.0) the world loads until 17% and then does nothing anymore.

I tried to load the 1.5.0 world in every version and it works fine until version 1.8.0. same problem with the server running modpack version 1.10.

so it displays: ..... [minecraft/LoggerChunkProgressListener]: Preparing spawn area: 17% [minecraft/LoggerChunkProgressListener]: Preparing spawn area: 17%

and then just nothing.

Pack Version

Version: 1.10

To Reproduce

1. world version 1.5.0
2. load it with a newer version (1.8.0+)

I would upgrade the world to one pack version at the time, 1.5.0 to 1.6.0, and to 1.7.0, to 1.8.0 etc. See if it makes a difference.

Also, send logs & crash report if there is one.

Yea i tried that. works until 1.8.0 but no further. the server seems to start normally so no interesting logs and no crashes :/

On a server change the watchdog max-tick-time in server.properties to like 60000 (60s) see if it generates one after a minute ish.

Other than that, with no logs or indication impossible to know what it could be.

Ok so i tried that but also with max tick time 60000 it still does nothing after the 17% messages.
