Latest code with a few key bug fixes

Verified. No more hang. Ok to merge.

For a change like this it is best to run a full secure-CI to make sure nothing else is affected. Please see https://github.com/The-OpenROAD-Project-private/internal-documentation/blob/master/secure-ci.md

The secure CI is more for the updating of the submodule in OR. There is no harm to merging here.
