build/fastroute: build dependencies from source to support modern Linux distributions #21

This is a two stage fix so that FastRoute4-lefdef will have a build procedure that works on modern Linux distributions.

The problem is that FastRoute4-lefdef has binaries in git as described here: https://github.com/The-OpenROAD-Project/FastRoute4-lefdef/issues/4

Stage 1, this commit:

get lef, def and flute from git repository and build them
build liberty

Stage 2:

clean out .a files and source code duplicated into FastRoute4-lefdef git repostiory.
Bonus! It's no longer necessary to update FastRoute4-lefdef whenever lef, def or flute changes.

moot: the plan is to use submodules, which will be fixed from within FastRoute4-lefdef
