Base image includes every dependency to compile #11

Base has all the dependencies Builder only builds

@maliberty please be careful with approvals, we shouldn't be adding any commits to yosys so that it stays a pristine fork of upstream.

This is why we have OpenROAD-flow-scripts/tools/yosys_util/Dockerfile

This was never merged. After your message about LSOracle I reviewed and closed this one as well.
