Add mappings for SO terms used by SnpEff #355

SnpEff uses SO terms non_coding_transcript_variant and non_coding_transcript_exon_variant (non_coding_exon_variant). Mappings for these terms need to be added to SO.

All other SO terms used by SnpEff need to be added as mappings.
