Identify Metrics and KPIs to display in the SPOG

As a developer, I want know what metrics and KPIs we will need to display in the Single Pane of Glass, so that we know what type of and how much data we need to display.

A starter metrics table has been created for the upcoming conversation with Emily and Anand. This will be refined during and after the meeting.

Anand and Emily approved a majority of the metrics. It was noted that the cost metrics may be difficult to collect due to client privacy. I'll move this ticket to complete for now just for velocity purposes, and will spin off a ticket later when a more formal meeting is held with Anand and Emily.
