Slave slot not working?

I conquered Luca, which already have a manufactory (Miners Camp), coring it, and then i found "Add Slave" button not working.

I have 3rd job law slave privilege
Month tick happened
Province Modifier Tooltip said 0 free slave slot And then i console test, delete the Miners Camp, and then rebuild it (through Macro Builder, i got "Can't build because this is Gold Province" if i try through Province Building) => "Add Slave" button is finally working. Is this bug?

Known issue, conquered manufactories will not have slaves, you have to rebuild it for it to work. Fixed in current dev.
