Request VU Github access process #1

We need a process for requesting access to VU GH.

Confirm users have the ability to request GH access via cherwell. Ideally these requests would go to desktop engineering. To complete the request, the user needs to be a) confirmed to be faculty or staff b) added to GITHUB_ENTERPRISE_USERS

Manual request has been added to SerVU. The automated process is being delayed until ServiceNow.
