Ppl are not added to Dept Wall #112

Seems like everyone in a dept is not getting notification for activity on the Dept Wall, unless they are tagged.

Issue is when a new user is added, a coord relation is created to dept, but they are not added to the corresponding wall's notification attribute. This needs to be fixed.
