Design a snapping system, for AR panels to snap to an objective

The objective could be a rover, rock, QR code, or anything of interest

[x] radial/orbital switcher
[x] make panels viewable whilst looking down
[x] resize panel script
[ ] determine objects to snap panels to based on a sample procedure (or whenever we get the real procedure)
[ ] have panels snap to waypoint
