Create basic Scout Clippy time question prototype #87

Initial simple goal of just having Scout Clippy tell you and write out the current time in your local timezone when you click on him and/or say "Hey Scout, what time is it?"

[x] Create dynamic chat bubble
[x] Display current system time
[x] Get ClippyScout to pop up with a button and voice command
[x] Configure ClippyScout to always face the user
